Password restrictions and policy

I can't get the password policy to work. I have enabled the settings I want but when a user's logging on the settings won't function att all. What have I missed or done wrong.
 
Sorry fo being unclear. I'm a beginner. I enabled it and choosed the settings I wanted it in the Domain security policy under Account policy.
