Password policy requirements nightmare...

I disabled a user's account in AD and when I went to re-enable it, it said
it couldn't because the password didn't fit the domain requirements. I've
been through the domain security policy and the group policy applied to the
user to check all the password policy options. No matter what I do I cannot
enable the account.

I tried creating new accounts and each time it gives me a password error
saying that the password doesn't meet the complexity requirements.

Is there something else like Kerbos or something I'm overlooking that might
be causing this?

Find out what your requirements are by typing "NET ACCOUNTS" w/o the quotes to see what your requirements are for your password. If you have complex requirements set (which it sounds like you do) you need 3 out of 4 of the following

English uppercase characters (A through Z)
English lowercase characters (a through z)
Numerals (0 through 9)
Non-alphabetic characters (such as !, $, #, %)

Make sure you are following them.

Your password requirements should be set in your default doman policy
Computer configuration
Window Settings
Security Settings
Account Policies
