password problems

i can't access hotmail from my home computer. my account is fine, i can get
to it from elsewhere. i also experience problems with microsoft update and
other services requiring password access (e.g athens account to view
scientific literature), although i can get into my yahoo email account just
fine. having asked around for advice, i cleared my cache, ran anti-virus,
anti-adware and anti-spyware programs, disabled all startup items using
msconfig, and set my internet security settings to their lowest level. i
even contacted the .NET passport team, who said my attempts to login were
registering with them. all i see is the "page cannot be displayed" error
message in internet explorer - my computer displaying the information is the
only break in the chain. any suggestions please?

***update - now when i start my computer, next to my user account (win xp
home ed), it says i have 1 new email message. i still can't access hotmail
to retrieve it though. any assistance would be appreciated - i've tried
everything suggested to me so far (see above). thanks.

***update 2 - when i try to access my .net passport account directly (ie.
not through internet explorer) i get an error message 0x81000370, saying
there may be a problem with my internet connection. as far as i know there
isn't, other than an inability to access some password-protected services. i
feel there must be some simple change that needs to be made to resolve this
problem - please can someone help?! thanks.

You can try this solution

1) Click Start, and then click Run.
2) Type REGSVR32 SOFTPUB.DLL and press OK.
3) Please make sure that you leave a space between
REGSVR32 and SOFTPUB.DLL
4) You will get a message that says "DllRegisterServer in
SOFTPUB.DLL" succeeded.
5) Click OK and then attempt to sign in
