Cannot access Net Passport or Hotmail internet site

My brother just bought a new portable computer with winxp home installed
with all updates. He set up 4 administrators accounts.

They can access all internet site using Internet Explorer except any sites
related to Net Passport or Hotmail. So none of them can use MSN Messenger
cause none has been able to get a Net Passport or even a Hotmail address.
Any attemps to reach the Net Passport or Hotmail home page brings up a page
that says that the page is not available or that the page does not exist.

Does any one knows what might be the problem?

Some other users of New Hotmail, using both desktops and laptops, IE and OE,
have been having these problems since the new format was introduced on 01
Dec-03. Some users are seeing Hotmail messages arrive with blank message
bodies.

Hotmail and .NET Passport should both be treated as secure sites, requiring
that your computer be able to negotiate SSL protocols when logging in, so
any of these third-party applications may be interfering (as well as
hijackware): anti-virus, firewall, anti-spam tools, "system" tools (NSW,
NIS, anything by McAfee). The best approach would be to disable all of them
and, assuming Hotmail then works properly, re-enable each application in
turn, by itself with no others running, to see which one or which
combination is causing the problem. If the machines are on a network,
that's another area to consider when troubleshooting.

Make absolutely certain each machine is fully up-to-date at Windows Update
(and with virus definitions) and that the 5.6 Scripting Engine has been
reinstalled:

If WinXP, look into the Java vs. Java VM situation ("Breaking up is so very
hard to do."): http://www.mvps.org/inetexplorer/answers_9.htm

Also check your system for "hijackware":

Dealing with Hijackware

http://aumha.org/a/parasite.htm

You must seek updates for Ad-Aware, Spybot, etc., before each and every
use, even "right out of the box". But even then, they can't catch
everything. HijackThis (http://www.merijn.org/files/hijackthis.zip; [new
URL] ) is the preferred tool to use these days. It will help to both
identify and remove any hijackware/spyware. **Post your files to
http://forums.spywareinfo.com/ for expert analysis, not here.**

Also update your virus definitions and then run a full system scan. From
now on, do both daily.

I'm monitoring WinXP General, IE6 Browser, OE6 and MSN Discussion newsgroups
for posts about these and similar problems with New Hotmail. The number of
reported problems have decreased dramatically since mid-December.
