passport / hotmail cookies

I'm having problems getting into hotmail and passport web sites. I get the
message "Your Web browser options are currently set to disable cookies.".

This is on Windows XP Home SP2.

Steps I've tried:
Allowing all cookies.
Adding hotmail.com, msn.com, passport.com to acceptable sites list.
deleting cookies
disabling the windows firewall
disabling norton system works 2003
lowering security/privacy settings

I've also tried multiple hotmail accounts, all with no success. However,
using those accounts on another computer, I was able to logon.

I'm completely stumped on where to go from here. And it seems like there
are other people out there that are having the same problem and I haven't
seen any solutions yet. :(

Treat Hotmail and .NET Passport as Trusted Sites:

IE Tools>Internet Options>Privacy>Sites> type in

hotmail.com
msn.com
passport.net

and Allow cookies for each one, in turn.

Make certain your time, date, and time *zone* settings are all correct.
