XP SP2 Cookie Trauma

I installed XP SP2 this week and it totally screwed up my machine. When
attempting to go to Hotmail now, I get this error:

Your Web browser options are currently set to disable cookies. To use .NET
Passport, you must enable cookies.

Cookies are enabled - IE is set to accept both First and Third-party
cookies. I next thought it was possibly a Windows Firewall problem. It may
be, because when I attempt to view the Firewall settings, I get this error:

Due to an unidentified problem, windows cannot display windows firewall
settings

Last, when I checked Help: About for IE, it showed version as
6.0xxxxx.xpsp2_sp2_rtm.xxxxx. When I checked System:properties, Windows was
shown as Service Pack 1!!! I reinstalled SP2 so that it is now valid, but
Passport sites are still being refused because of cookie problems. Any
ideas? Anyone? Bueller?

Well, the Windows Firewall doesn't deal with cookies, so that won't be the
problem. You don't have ZoneAlarm or another 3rd party firewall installed,
do you?

What's the URL of the page throwing this error? Have you tried deleting
your temp files and cookies?

I didn't think the firewall affected cookies, but figured it was worth a shot.

The cookies and temp files have all been dropped multiple times, to no
avail. I double-checked my SP2 install and found that it didn't actually
complete successfully.

According to one of the setup log files (I think it was setupapi.log),
access was denied to some registry update. Based on another websites info, I
used SubInAcl.exe to grant access permissions on the reg keys to the
administrator. Still no luck. Next, I restarted in SafeMode and then
reinstalled SP2 and everything works like a champ - except one thing. Links
within applications do not work. For example, if you click "My email Inbox"
from the MSN Messenger shortcut, IE does not launch. There is another post
after this (Title: Conundrum) that apparently has the resolution for that
issue.
