If you have an operating system installation CD, that will most probably be
bootable. Just start the computer, configure the bios to boot from CD-Rom
drive, insert the CD and start. Windows Vista, XP, 2000 and NT setup gives
you the option to create partitions during the setup.

Which OS are you trying to install? :)

Also, hard drive manufacturers usually provide a CD with all the tools
necessary to partition and format a new drive.

FDisk is an old MS-DOS utility that is neither available or needed in
WinXP. All legitimate WinXP installation CDs are bootable and have the
capability of deleting, creating, and formatting partitions.

The boot diskette is a thing of the past, as all legitimate WinXP
installation CDs are already bootable.

Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)
