I had to reinstall XP Home Edition and now get an error
message that The Paging File is missing or too small.
When I try to change the size of the virtual memory to
the recommended size and apply it and restart the system
the virtual memory always stays at zero. Anyone know what
to do other than reformatting the drive and reinstalling
XP.

I'm having the same problem. even when I set it to allow windows to control the size of the paging file I keep getting errors telling me there is no paging file set up. I also get a message saying windows has set up a temporary paing file, but then I get virtual memory is low messages and most software won't run properly. What can I do??

Did you click the Set button on the page before 'Apply'? If you did not
do that, the new values will not take. If you have more than one
partition and want it on a drive other than C you need to leave a bit
(say initial 2 max 100) on C as well; and click Set after adjusting each
drive
