Sorry, wasn't really sure how to describe it. The page is how I describe
the window on my screen, either in Internet Expolorer or Outlook Express.
i.e. my inbox screen will fill the screen, when I leave the computer and go
back 10 minutes or so later it only 3/4 fills the screen and the bottom
quarter of my desktop is now visible.

It's just called a window or to be more precise the active window or
whatever window currently has the focus which just means where last
the cursor or some pointing device or selected item was located in.
Are you saying the window changes size all by itself? Shouldn't. The
three controls at the top extreme right control the window. The white
X on the red background closes the window, the middle control reduces
the window to some smaller size, the left control shrinks it down to
just appear on the Task Bar. If you drag a corner of the window after
selecting the middle control you should be able to resize it and it
should get recalled at the size. Pressing the middle control in it's
reduced size should cause it to jump to full screen again. I'm sure
you knew all that.
To charge it so it always opens as you like it, right click on any
application's shortcut. It should have a shortcut tab. Under run
select how you like the window to appear then apply, then ok. Windows
should remember, but it doesn't always. A long running bug Microsoft
never seems to get around to fixing. Why it is shrinking by itself is
odd.
