Page #s in a manual

I have a manual that I have been trying to get the footer with page numbers
to begin on the page beginning with Introduction skipping the cover page and
table of contents and I cannot make it happen no matter what I have tried.
Any suggestions?
 
Insert a Section Break after the Table of Contents and put the Page Number
field in the Footer of the section after the break only after unlinking it
from the footer of the previous section.

that, in order to omit page numbering for front matter (as opposed to using
a different format and restarting), you must unlink that section from the
following one.
