Page Numbering

I have a document with a Cover Page and Table of Contents--I don't want
either to have a page number. I've been able to keep the Cover Page without
a page number, but then it begins numbering on the Table of Contents. I
would like Page 1 to be the first page of the document

You must have been using "Different First Page." To keep the page
number off the second page as well, you'll need to insert a Section
Break before the third (first numbered) page and set that section's
Format Page Number to Start At 1; uncheck Same As Previous (or Link To
Previous), and delete the page number from the header/footer in the
first section.

An alternative is to use a conditional field in the header or footer:

{If {Page} > 2 {={Page}-2}""}

Each field brace pair {} is inserted using CTRL+F9
