page does not open

I am on Win98SE
Just reinstalled windows after a system problem.
Just reinstalled IE6.0
All my internet option settings are exactly the same as
another computer that isn't having the problem I am.
I can go to site; however, for example, after putting in
my acct and passcode in site I get "page cannot be
displayed".
I check encryption which is at 128
Like I said, everything matches another computer not
having this problem.
I have deleted cookies and temp files
ANY IDEAS?
