Page Cannot Be Displayed

When I try to open a secure website (my schools email
page, my bank's website), I get the message that the page
cannot be displayed. This is a new laptop, and I've been
bouncing back and forth betw/ help from AOL and Dell.
They have not been able to help me. So far, I've tried
uninstalling and reinstalling AOL, and the AOL adaptor,
changing my security settings, renaming my winsock files,
changing my browser settings, deleting my cookies, and
checking my cipher strength (128 bit) -- all at the
suggestion of AOL & Dell. I am using Windows XP, and IE
6.0 Any suggestions? Please respond or email
