Outlook'Send' problem

I cannot 'Send' email with Outlook. The letters always
just go to the outbox, and stay there. Earthlink support
has gone thru everything with me , and now says the
problem is Microsoft's.
 
Are you using Norton Internet Security or Norton Anti Spam? If so and you
are using Windows 2000, XP Pro or ME follow this link for more information.
I got this from Symantec after experiencing the same problem. Good luck!
