Help,
I am getting the message "The requested tasks wer
completed successfully."
They were not. I cannot download from my ISPs, even
though my browser is working perfectly.
Through "MS support" I have gone into "Outmcd.dat" and it
does not come up under 'search'.

Where do I go from here?

Is there anything in your Event Log? Have you tried enabling mail logging
and viewed the logs that result to see if you can spot a problem?

Why do you think outcmd.dat has something to do with your problem?
