Attachments larger about 5M getting stripped

I am using Outlook 2003 on an XP Pro system. I am having difficulties
receiving attachments larger than about 5M(my ISP allows up to 20M). When I
watch the progress of an email downloading, it will show the size of the file
it is attempting to download, but when the email has finished downloading,
the attachment is gone. I have other users who have the same version of
Outlook, using the same ISP, who don't have the same difficulty. I have
"Download complete item including attachments" checked under Send and Receive
settings, and there is not a size limit entered.

Windows firewall won’t remove it - not sure if AVG will.

What size does Outlook say the message is? If it’s the size you expect, try
hitting forward and see if it appears.

The email I've been testing actually has 3 attachments(or is supposed to).
When Outlook is downloading it shows that it is downloading a total of 6.9M.
But when finished, only 2 of the attachments(each less than 500k) and the
3rd, which is 5M isn't there, and outlook shows an email size of 497k. The 5M
file is getting dropped somehow(I did a complete search of My Computer for
the filename of the missing attachment, and it doesn't show up anywhere).
Also, I have 4 other email addresses(all different domains) that this
computer handles, and I tried having the full email sent to all of the
addresses. The same thing happens through all of them.

I also forgot to mention that, for this email, all 3 are PDF files. But, this
has also happened with zip, sit, eps, and other formats

WHen you click the Attachment icon, does the message indicate that it has
the correct number of attachments but at least one is missing, or does it
show the wrong number of attachments; i.e., you know three were sent, but
the message claims to contain only two?

I'd be tempted to clean the Outlook Secure Temp folder.

The attachment icon shows the incorrect number of attachments(although it is
correct for the number of attachments that I can access, ie should have been
3 attachments but only 2 are showing). I cleaned out the Secure Temp folder
and had the test email sent again. In the progress indicator, it shows that
it is downloading the correct size the email with attachments should be, but
when complete, the larger attachment is not there.

I'm afraid I can't think of any good explanation. Perhaps someone else
will.
