E-mail Attachments downloading at 1 byte per 15 minutes...

For some reason some of our workstations are having difficulty
downloading e-mail attachments. We use Outlook 2003.

Whenever we receive an e-mail attachment bigger than say 1Mb it can
take up to a couple of days to download the attachment. It's going at
literally 1 byte every 10 minutes or so.

Our workstations are configured to send and receive e-mails directly to
and from our ISP's e-mail server addresses (pop3/smtp).

We've contacted our ISP but they've had to refer it to their back
office department because they dont know what may be causing it.

any ideas how to quicken it up?
