Outlook Will Not Start

When I attemot to start Outlook 2003, I get the following message:

Cannot start Microsoft Outlook. Unable to open the Outlook Window. The set
of folders could not be opened. the server is not available. Contact your
administrator if this condition persists.

I am NOT using Exchange. I have a stand alone system. I have been using
Outlook 2003 for about a week and this is the first time I have run into this
problem.

Please reply to (e-mail address removed) with any suggestions.
 
Go to Control Panel-> Mail and make sure that there isn't an Exchange
account configured in your profile.

What happens when you attempt to load Outlook using its safe mode which
does not include loading of any add-ons or plug-ins (i.e., run
"outlook.exe /safe")?
