Outlook will not start

starting outlook 2003 results in about 90 seconds of disk activity then a
outlook icon appears in the task bar and a square box appears on screen. The
square box contains a red Circle with a white X inside the circle. Under the
red circle is a OK button which if clicked removes the box with the red
circle and the icon from the task bar. task manager then indicates that
outlook is no longer running.

If you enter Outlook /SAFE in the Start Menu > Run command dialog, what
happens?
