Outlook tools malfunction

My outlook works great except for tools. When I try to access tools my
screen freezes up and I'm told IE is not responding
Do I need to uninstall and reinstall or can I just install over the top of
it?

Better is to try and reset your Toolbar first as these settings won't be
affected by a reinstall. To do a full reset on your Toolbar locate
outcmd.dat and rename it to outcmd.old.
