outlook startup issue

My outlook starts instantly if already connted to internet. But takes a bit
long time to start if dis-connected, and it also locks all operation in the
desktop, taskbar etc. This behavior is recent. I tried to detect and repair
option, then tried to uninstall and agian install office. No way at all,
still the problem there.
Config - 3.0 Ghz, 512 Mb Ram, Server, Office 2003, Connected to office lan,
Broadband via lan, accessing only POP3 account, outgoing mail server is same
as incoming server.

If you have a broadband connection, why are you not connected to the
Internet all the time? What connection properties have you configured for
Outlook?

For another reason, it could not be posible to connect all the time, by the
way connection to my outlook is 'Connect using my local area network (LAN)'.
Regarding to my problem, any solution?

What's set on the bottom of Tools>Options>Mail Setup?

Here this is -

-Always use an existing dial-up connection

-Hang up when finished with manual send/receive

Try selecting the "Warn before switching" option and uncheck the "Hang up"
box. I don't know if that will help, but a friend of mine has the same type
of connection you describe and Outlook seems to work for him with those
settings.
