Outlook shows non-latin characters as question marks

How can one get Outlook to display non-latin (e.g.,
Cyrillic) characters in e-mails? My other MS Office 97
programs (Excel, Word) manage Cyrillic letters just fine,
but Outlook 97 only prints question marks instead of
letters. Also Outlok Express shows the Cyrillics fine. In
Outlook Express there is an option in the menu to choose
between character sets, but I have not found any such
options in Outlook.
How can one make Outlook show the letters in non-latin e-
mails correctly?

You cannot do that in Outlook _97_. While Outlook _2000_ works
with Cyrillic just fine, here is my tune-up instruction for it:
