Outlook Security Mode Issue

I am having two issues which I believe are related to the installation of a
recent security patch. The patch has changed the Outlook Security Mode (as
indicated in the 'About Microsoft Office Outlook' option on the 'Help'
pulldown menu) from 'Administrator/User Controlled' to 'Default'.

Issue 1
---------
I have an Outlook Form our clients use. Normally when I start the form, I
get a dialog box asking if I wish to enable macros. If users don't enable
macros, the buttons on the form do not work, so users always enable macros.

In some cases, our users do not get prompted to enable macros. By default,
the macros are disabled, and the users cannot use the form. I have fixed this
in the past by changing the following registry key value to '1':

HKEY_CURRENT_USER\Software\Policies\Microsoft\Security\CheckAdminSettings

This changes the 'Security Mode' (again, indicated in 'About Microsoft
Office Outlook' on the 'Help' pulldown menu) from 'Default' mode to
'Administrator / User Controlled'.

However, with the release of the patch, the 'Security Mode' has been changed
back to 'Default', and changing the registry key has no effect. So currently,
no users are able to use the form.

Issue 2
--------

I have an application that uses Outlook as a vehicle for sending e-mail. No
issues have occured until now... Currently, users are prompted with the a
dialog box containing the following message:

'A program is trying to access e-mail addresses you have stored in Outlook.
DO you want to allow this? If this is unexpected, it may be a virus and you
should choose 'No''.

Again, I think this is related to the downgrade in the Security Mode of
Outlook to 'Default'.

In short...does anyone know how to change the 'Security Mode' for Outlook
back to 'Adminsitrative / User Controlled'?

Did you check to see that the CheckAdminSettings registry value was still in place?

What's the build number on the Hellp | About dialog?
