Outlook running on XP Pro - Exchange

I have a Dell laptop that was upgraded to XP Pro and now
receives a constant message in Outlook 2000 that says it
is trying to connect to Exchange, but it never does or it
times out...

You need to post your question in the public.outlook group as they will be
able to direct you on how to correct this issue.
 
The upgrade to XP Pro. has nothing to do with this.

Your copy of Outlook has been configured to retrieve mail from an Exchange
Mail Server. Do you use that laptop for work? Is there an Exchange Server
that you connect to somewhere/sometime?

You can see what Outlook is trying to do by going into Control Panel and
choosing Mail.
