outlook OLE registration error

I was running Outlook 2000 on Widows98 with IE6.0. I was
advised by NTL that problems I was having could be cured
by down-grading to IE5.5 which I did. Now Outlook will not
start, I get an error messsage "An OLE registration error
occurred. The program is not correctly installed. Run
setup again." I have tried this several times, and the
installation always hangs once the progress bar completes,
even when left for hours. This requires a system re-boot,
and round I go in circles. Any ideas?

The problem you descibe is attributed to conflicts
between Outlook Express, IE6.0 and Office 2000. Try
uninstalling IE6.0 and reinstall without OE (comes with
the download of IE6.0 so when reinstalling, choose custom
install and everything except OE.) Good luck.

What has happened is that when you back leveled IE6.0 to 5.5 you als
back leveled Outlook Express. Outlook uses some of the files tha
Outlook Express uses and this broke Outlook. To fix this manuall
unistall Outlook Express. See MS KB263837 for instructions on how t
do this. Uninstall Outlook. After this is uninstalled you need t
reinstall Outlook Express and then reinstall Outlook. This will allo
Outlook to function again. This works and is a known issue a
described on MS Knowledge Base
