Outlook Move Rules Duplicate Emails

I have numerous rules set up in Outlook 2002 to move emails into relevant
folders. I have ordered the rules, however, even though the rules specify
'move to xxx folder', intermittently several move rules will get applied to
an email if it fits several rules. Thus I end up with the same email
duplicated in several folders.
I thought that the action of a rule that moved an email would end there. Is
that not the case? In working around this I have added the 'stop running
rules' to each rule but am interested to know how the rules should operate.

They work like they should; a message is checked against all rules in your
selected order until there are no more rules or when it comes accros the
"stop processing more rules" action.

It is good to know how the rules should work.
The results of several rules that apply a 'move' without a stop processing
rule are inconsistent to say the least. Sometimes they will go only to one
folder, other times to several when logically several of the rules 'should'
have been triggered. It is almost as if the rules processing overloads
outlook (2002).
Even after putting a 'stop processing' condition on every single 'move' rule
that I have the problem still occurs albeit a fraction of the time.
