Outlook help

I use Outlook 2000. When I boot up in the am, my Outlook
is not connecting and opening...I get a message that
says, "UMC TIME OUT" AND OR "IVM CONNECTION FAILED, TIME
OUT OCCURRED." CAN ANYONE PLEASE GIVE ME ANY HELP.

What type of email account do you have? And when did this start happening
