Outlook Forwarding Rule Forwards Somewhere

I have a user that has created a Outlook 2003 rule to forward all
messages to their hotmail account. The rule looks fine. They're not
deleting them from their Inbox. This is what the rule says (the email
address has been changed to protect from harvesters):

Apply this rule after the message arrives
forward it to (e-mail address removed)
except if from (e-mail address removed)

Messages come into their Inbox, momentarily appear in Outbox, and then
appear in Sent Items. But they never show up in their hotmail account.
We've tried cutting and pasting their hotmail address into a plain
email, which gets delivered to hotmail without a problem.

We're using Windows 2003 SBS as our mail server with MS Exchange
Server. Can you point me to the configuration setting that I've missed
that will allow this to work? I assume that I've got something
misconfigured on the server.

By (secure) default Exchange doesn't allow automatic forwarding to the
