Outlook form oddness

Hi wonder if anyone can help. We have an outlook email form on our system
here which is accessed via the firms intranet.
The form has been custom designed so it looks like just that a form, however
on 98% of the machines the form displays fine but on the odd few the form
comes up as a bog standard email instead?
We are using Outlook 2003 SP2, any pointers would be appreciated.

Accessed how? Is it published to the Organizational Forms library on an Exchange server? Saved as an .oft file? Beginning with Outlook 2003 SP2, users can work with most .oft form templates files only by opening the template from the Tools | Forms | Choose Form dialog, browsing for User Templates in File System. This means that if the .oft file is sent as a message attachment, the user must save it to the local hard drive first.

The article at http://support.microsoft.com/?id=907985 explains this change in more detail, suggests best practices, and provides registry keys that can return Outlook 2003 to the older, less secure behavior.
