Outlook Express

When I click the ‘new message’ icon on Outllook Expres or 'open' an email
the new message or email being opened, displays at the bottom of the screen
almost entirely out of sight except for just the top bar of the document,
with enlarge/close options showing and has to be resized.
Please can you advise how can this resizing can be avoided.

Express is actually a separate program despite the similar name.
