why outlook remains always on top

When ever I open new item (such as email), it is opned - but outllok remains
on top, so I need to minimize outlook, and only then I get to see the opened
window.
This is also true for new applicatiopns I open, while outllook is on top.

Are you using Plaxo?

Does Outlook behave the way it should if you open it in safe mode:

Start > Run > outlook.exe /safe

(note there is a space between outlook.exe and /safe)

If you use Vista: Start > Start Search > outlook.exe /safe
