How do I change the Outlook Express program from being the default mail
handler? I use it only for my personal account, I need Outlook to be my
default mail program

Start | Set Program Access and Defaults.

May need to click on "Custom", and explicitly select MS Outlook.

In IE click Tools>Internet Options>Programs and change the "E-mail"
drop-down to "Microsoft Office Outlook".
