Outlook Express

I am no longer able to access MSN from the "Outlook Express" page. When I
click on "Go To MSN" a message comes up stating "URL Could Not Be Executed."
How am I able to activate MSN again?

You click on "Go to MSN", what is the URL for that link? It should
be MSN.com. Anyhow, why are you using Outlook Express? Use IE
(Internet Explorer) to access MSN.COM
Outlook Express is mainly used as an email client and not for surfing the Net.
Either use the browser provided by your ISP (Internet Service Provider),
IE, or Netscape, etc. whichever you prefer.
