Outlook Express

I use Windows XP and am having problems sending pictures by email.
I select the picture, select email this file from the File and Folder Tasks
Panel. This displays the Send Pictures by email dialog box. I select Make All
my Pictures smaller- this should then launch the email program with a new
message which includes the selected picture as an attachment.
But nothing happens.
Is there a setting that needs activating or anything else that I could try
to launch Outlook Express in these circumstances?
Any advice gratefully received/

Check in Internet Explorer to make sure Outlook Express is set as your
default email client.

Tools > Internet Option > Programs > Email:.
