I have been using OE for some time. I just started getting a message that
says "pop3 server has not responded" when send/receiving. It works fine on
my laptop but not on my desktop machine. I am able to get the email using
web mail, but not connecting using pop3???

you are on to something. I have Norton Internet Security 2005. When I turn
off my personal firewall I can connect with the pop3 accounts. Looks like I
have a firewall problem. Thanks..

Turn off e-mail scanning. Your anti-virus program will still protect you.
E-mail scanning causes Time-outs and is probably what is causing your
problem.

Given recent posts to OE newsgroups, *NIS 2005* is the problem.

That's why I disable the email scanning of NIS 2004, and NIS 2005....I own
and use both. :)

How to troubleshoot error messages that you receive when try to send and
receive e-mail in Outlook and in Outlook Express:
http://support.microsoft.com/Default.aspx?kbid=813514

Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:

<paste>
Disabling Email Scanning does not leave you unprotected against viruses that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep
Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.

My car tire was not flat before, so it can't be flat now.

Try creating a new account.
If that works then there is a problem with your old settings.

After my computer sets idle for awhile I cannot acess my Outlook Express. If
I reboot my computer I can acess it. Is this a firewall problem?

Likely the connecting hardware has been "turned off" to save power.
Check it by r-clicking the connecting device in Device manager,
properties, Power management tab, uncheck allow device shut off to save
power.
