Outlook Outlook Express - Re-Installation

I am having a great deal of trouble trying to re-install Outlook Express Address Book. The error message suggests to re-install Outlook Address, but does not say how to. I have tried re-installing Internet Explorer versions 7 and 8, as well as XP Sp3, but no success. I also cannot create a message, nor reply to any incoming emails. I know that I could install MS Outlook, but I tried it once and it doesn't suit me. I SHOULD be able or allowed (?) to get O.E. working, socan anyone help me, PLEASE?

O.S = Windows XP SP3
Anti-Virus = McAfee Security Suite
Internet connection is via ADSL
