outlook express MSVCR70.dll error

I am continually getting an error message "XI has caused
an error in MSVCR70.dll". After I receive this error
message, when Outlook Express tries to connect
(send/receive mail) and download my email from the server,
it can't connect and I can't send or receive mail.
Rebooting the computer corrects the problem
temporarily until I again receive the error message.
