Outlook Express launches when clicking mailto: link

Outlook 2003 is my default email reader. (WinXP Pro). When I click a
mailto: link, it lauches Outlook Express (and immediately says "Outlook
Express is not your default email reader, etc)

I have checked Internet Options - Programs. (as a matter of fact, if I
change it to Yahoo! Mail, Yahoo Mail! becomes my default. When I change it
back to Outlook, this bug continues.)

I have checked Add-Remove Programs - Set Program Access and Defaults -
Custom. It's set as "Use my current e-mail program" and I have unchecked
"Enable Access to this program"

The only thing I have not done is uninstall Outlook Express all together.

Any ideas? Tips? Thanks!!!!!!!

I can't uninstall Outlook Express. If I rename the folder (in safe mode), I
just get errors when clicking a mailto: link.

I've also set Outlook as default in Outlook under tools-options.
