Launch failure - Outlook 7.0 in Windows VISTA

While using Internet Explorer (7.0), if Outlook is open/running, selecting
file-send-link by e-mail will correctly lauch a new eMail message.

If Outlook is not open, the same command sequence will not complete. ie, no
eMail message is launched. What's causing the problem?

Troubleshooting to date:
Task manager shows a suspended / incomplete process while trying to launch
Outlook

Alternate attempts to "send a message", say using mailto:? launch Outlook
correctly, even when Outlook is not running.

Any & all help greatly appreciated,

MS Office Outlook 2007 (12.0.6316.5000) SP 1 MSO (12.0.6320.5000)

No multiple entries found in Task Manager. Exits normally under all other
conditions.

Tries to launch and hangs...
End process and eveything appears to function as previously stated.

I have a problem with Outlook 2007 running on MS Vista that many times when I
try to open a new email to send, the window that should open as a new unsent
email actually tries to open as a browser, usually going to google or yahoo.
It locks every open IE window and task mgr closes them all down. I have to
open again and start over. Any ideas on what's causing this?
