Outlook 'encounters problem and has to shut down' when opening ema

Every time I try to open and email, enter a new appointment, add a contact,
etc. I get an error message and Outlook shuts down. I get the foolowing
message:

"Microsoft Office Outlook has encountered a problem and needs to close. We
are sorry for the inconvenience.

If you were in the middle of something, the information you were working on
might be lost.

Send Error report, etc."

I have tried the following:

1) Detect and Repair...from the Help menu
2) Repairing from the Office 2003 Pro disc
3) Unistalling and reinstalling from the Office disc

Nothing has helped.

Forgot to mention,

I am using Windows XP SP2 and Office 2003 Pro.

Try a new profile. U can create a new profile from Control panel -> Mail ->
Show profiles ->Add.

I created a new profile and got the same error message when I tried to open
an email.

Then try searching for scanpst.exe . Run the tool on the pst file u use.
Repair any errors using this. This might possibly due to some problems in
your pst file.

Also check with the size of this file

I ran scanpst.exe on the PST files, it did not find any errors. The PST file
is about 98MB.

Do you have any add-ins installed in Outlook? If yes, try unchecking them one by one until the error goes away.

Type in "Outlook /safe" without quoutes in the RUN under start menu.
If OL opens up, then try disabling the antivirus addin / Google search addin
under tools ->options->other->advanced options-> Addin manager / Com addins

I tried disabling all Add-ins and the Outlook still shuts down. Also, I have
upgraded to Outlook 2007 and the error still happens.

If I start in Safe Mode the error does occur and I can open emails, add
appointments, etc.

I have narrowed it down a little further. If I start Outlook with 'Outlook
/safe:4 (Starts Outlook without loading Outcmd.dat (customized toolbars) and
*.fav file.)'
The error does not occur and Outlook works fine. I believe I have disabled
any customized toolbars. What is the *.fav file?
