Outlook does not close properly

Every time I close Outlook, I do so in the appropriate way, using "exit."
Nonetheless, when I later restart my computer and Outlook I receive the
following message. "The data file 'Personal Folders' was not closed properly.
This file is being checked for problems." This will then take about three to
five minutes to check. This has been occuring for about a month. Any ideas
what the problem is and what to do about it?

Sounds like Outlook isn't actually closing. See if this helps:

This is a new "feature" in Outlook 2002 Service Pack 3. The only
thing I've found that Microsoft has to say about this is in the
following KB article:

http://support.microsoft.com/default.aspx?scid=kb;en-us;883974

The article says that the "message in the 'Symptoms' section is a new
message that is introduced in Outlook 2002 SP3. When the message
appears, the check is in process. If you end the Outlook process, this
issue is not resolved. The check process must complete before Outlook
can open, and the file check does not display a progress status."

Unfortunately, this issue seems to arise even when Outlook was
properly closed, as I've found both in Internet searches and in
discussions with people in our organization. In fact, I've found
messages in news groups, etc. dating back at least to April of this
year with people asking how to resolve the issue of Outlook checking
the data files for problems even when Outlook had been closed
correctly. I've found many responses to these queries, but no real
answers. No one seems to know how to disable this process completely
or at least to ensure that it only happens when Outlook data files
were, in fact, closed incorrectly.

This is one of those issues that it seems Microsoft has placed low in
its list of priorities, if it even sees it as an issue at all.

If anyone has relevant information on this issue, I have yet to see
it.
