Outlook Calender issue

I have an Exchange 2003 server and about 150 users using Office 2003.

What happens:
1. User 1 invites User 2 and User 3 to a meeting called "Security" at 10 AM
2. User 2 and User 3 do not respon because they are both out of the office.
3. User 4 wants to book at meeting with User 2 and User 3 at 10 AM, when
User 4 lookes in the calender he cannot see that User 1 has all ready tryed
to book a meeting with them at 10 AM.

Now my question is, should there not be a "temp" meeting in User 2 and User
3's calender, or is the registration of a meeting first happening when the
user actively does something (accept or deny)?

Nothing happens on the calendar until the meeting is accepted. The "pending
request" would be a nice feature, if they would add it.
