Outlook 2007 with Exchange and foreign addresses to the GAL- "One or more parameter values are not v

I'm having a problem that I have isolated as best as I can. I'm using Outlook 2007 against an Exchange Server. When initiating a new email message or replying to an email address outside of the Exchange GAL I get the error "Could not complete the operation. One or more parameter values are not valid.". This is not an issue with Outlook 2003 against the same Exchange Server. This error condition also occurs when trying to address persons in my Outlook Contacts. Also, this is not an issue when using Outlook 2007 for POP Internet mail, it's only a problem when using Exchange. Thanks in advance for any help you may provide!

if you click the to button, does the address book come up with entries in it?
