outlook 2007 inbox view does not refresh when new mail is received

Well, here's the thing -- and I think I found something similar buried in
Vesty's experience -- Everything worked fine in Safe Mode.

I restarted Outlook just now in Normal Mode (The "Client Experience" thimg
is still disabled) and everything's STILL working fine. I didn't touch
anything -- Plugins, etc.

If I remember right, Vesty said the same thing happened to him -- for a
time. Then it seemed it "degrade" over the course of a few days. I wonder if
what seemed like degradation was really one of the plugins having an
opportunity to "kick in" (i.e., "get used")?

If in fact it gradually stops working, that will definitely make
troubleshooting more time consuming.

Your thoughts?

Thought I'd follow up here. The problem seemed to go away. I didn't touch any
Add-Ins. It's been a couple of weeks now.

The only thing I did was enable the Customer Experience thing in Word (with
Outlook closed), start outlook again and saw everything worked properly, then
a day or two later turned the Customer Experience thing back off (with
Outlook closed), and went about my business. I've had no trouble seeing my
emails in my inbox when they arive.

Signing up for the Customer Experience Improvement Program did not work for
me. My inbox still does not update with the arrival of new emails. I'm
running Office 2007 with Vista on a Dell E6400 laptop.

Any other solutions?

To be clear, what I did was:
1. Turn OFF the Customer Experience Improvement Program IN WORD (with
Outlook shut down)
2. Run Outlook in Safe Mode (everything then worked properly)
3. Some time later -- a week or two -- I restarted Outlook in Normal mode
with CEIP still off and everything still works correctly. I haven't had that
problem again.

I'll give Outlook a try in safe mode for a while but i don't see how this
will fix the problem.

After much fruitless searching I finally found this thread -- it is well
hidden but seems to at least be active.

I tried the process of turning the CEIP on and off. The first time I turned
it on and rebooted, it seemed as if the "fix" had worked. I then turned CEIP
off and the problem returned. CEIP has been back on now for several days (and
several reboots) but the inbox is still not refreshing properly. Sometimes
mail comes in and immediately appears in the inbox. Other times, it does not
refresh.

With the info you've managed to gather working with Vesty and Nebulous, is
there a specific sequence you want me to follow to try and find the root of
the problem? --TC

BCM was the culprit

Tried this but it didn't work for me. However, uninstalling Business Contact Manager did!

Has there been any update or fix to this issue?

FYI - There was a recent Vista update that was applied about a week ago, maybe longer now (from Microsoft's automatic download) and after that was applied the CEIP fix no longer works.

I have been researching this issue for months now and stumbled across my original post on a new site, this one. (F.H. you should be careful what you say about people in public, it could come back to haunt you some day, just an FYI - I did not appreciate your comment about me and would have gladly continued to work with you troubleshooting this issue had you responded back to me in the microsoft.public.outlook.general newsgroup where this whole thing started to begin with.)

Onward now... From all of my research and reading what other people have posted on the topic, it appears that the BCM may be the actual culprit. I do have BCM installed and will uninstall to see if that fixes the problem and report back. On this note, I have seen several threads on numerous boards noting that uninstalling BCM corrected the problem for them.

I can confirm that since removing BCM and sending several test messages from various accounts that:

1.) The inbox refreshes when new mail arrives
2.) email rules move emails to designated folders
3.) Norton AntiSpam folder also catches spam correctly

Wish this had been discovered a LOT sooner, as this has been a big irritation for a long time. And if you Google this topic you will find numerous posts from users with the same problem. Please share this with others and I hope that BCM truly is the "real" culprit and this issue does not reappear. Also, if BCM is the "real" culprit, it is a shame that MS would release it in the first place, and then to not acknowledge the issue exists and fix it. It could be a valuable tool for someone I am sure!

FYI - the update I referred to in my previous email was an update to Outlook's Junk Mail and I'll bet this is what caused the CEIP workaround to stop working...

"Update for Windows Mail Junk E-mail Filter for x64-based Systems [March 2009] (KB905866) installed 3/11/2009"

BCM is the culprit - After 3 days testing

I can confirm that I have had no issues with Outlook over the past 3 days of testing since I have removed Business Contacts Manager from Outlook.

Again, this is sad as I am sure this could be a valuable tool for someone, I was even thinking of using it which is why I installed it in the first place.

So, please pass this along to others who are experiences the "Inbox Refresh" issue, to inquire if they too have BCM installed and have them uninstall this component to resolve their issue.

BCM still culprit after 1 month

I can confirm I have had no issues with Outlook email since removing BCM.

I have had this problem of the inbox not refreshing many times over the last
18 months. I am using Outlook 2007 on Vista Business (32-bit). Initially
after weeks of investigation I tracked it down to a Roxio component - sounds
daft I know but I repeatedly turned it on and off and the problem
appeared/disappeared each time.
I thought that was the solution until recently when the Inbox began
repeating its behaviour of not refreshing. After some web searching I have
discovered that this time it is Google Desktop Search Outlook Add-in that is
causing it. Removing this add-in, the inbox refreshes and I again get the
blue new mail notifications appearing in the bottom right of the screen.
From what I have read in this thread and others there appear to be numerous
different things that are causing Outlook to lose its refresh ability. I
think F.H. Muffman is probably on the right track when he says " I believe
that this toggles something else on the machine that makes it work." It
would be nice if Microsoft could find out what it is. Although it would
appear that it's mainly 3rd party products that are the cause there's
obviously a flaw in Outlook that's allowing them to perform this action.
