outlook 2007 html mail will not display images

Just upgraded to outlook 2007 and html email does not display the images.
Worked fine in outlook 2003.
If I start in /safe mode it does display the images
/safe:1 does not display images
/safe:3 does not display images
/safe:4 does not display images
disabled all addins still does not display images
created a new profile still does not display images
any other ideas

Should also note that I have unclicked "Don't download pictures automatically
in HTML e-mail messages or RSS items.

At the top of any email in which this issue occurs, there should be a light
blue bar that you can click to allow the images in that specific email to be
displayed. Clicking the bar also gives you a few other options, including
the ability to add the sender or the sender's domain to your Safe Sender
List. Choosing either option will display the images in the current email,
and automatically display images in any subsequent emails from either the
specific sender, or any sender at the same domain, depending on which of
those options you chose. And of course, if you no longer wish to
automatically view the images, you can take the sender or sender's domain off
of your Safe Senders List by going to Tools > Options > Junk Email . . . >
Safe Senders. I hope this helps

i see what you're saying, but even after clicking the bar to allow the
download, the pictures are still x-d out. worked fine in outlook
2003...anyway around this? i've even added the serders to the safe list, but
still red x's everywhere...

nevermind--seems like this is working as designed after checking more places
on the net. going to uninstall outlook 2007 and go back to 2003. what a
waste!
