Outlook 2007 archive problems

I have a user with a 4.5gb archive folder in use by outlook 07. Its getting
the message that outlook didn't shut down properly and its because of the
archive file being to big, then take 20 mins to come back up after a reboot.
I told the user we need to cut the archive in half but they don't want to do
this. Is there any other suggestion i can do that might help his outlook run
any faster? This also bogs down his whole Office software.

He accesses it through outlook and leaves it up all the time. Do I need to
tell him how to access it and not have it active on his outlook? Will it
still auto archive if its not active on his machine, but just sitting on his
hard drive?

That's not the reason for Outlook not shutting down properly. It's more
likely that there is software installed which prevents Outlook from closing
completely. See;
http://www.howto-outlook.com/faq/outlookdoesntclose.htm

Additionally, you should also scan the pst-file for issues with scanpst.exe

Yes, Outlook will automatically connect to it when it is time to do an
AutoArchive. It will be disconnected afterwards again (unless you have
Outlook set not to).
