Outlook 2003's junk email filter not working properly

Some users are reporting problems with Outlook 2003's junk email filter not
working properly. It ignores addresses on the blocked list and leaves them
in the Inbox.

Any help would be great.

If they have the address in their Safe Sender list or their Contacts folder,
the Blocked Sender list entry is ignored.
