Outlook 2003/WXP Pro Installer Fires Regularly

Have Office 2003 on WXP Pro box. Issue only with Outlook
2003. When receiving email the Windows Installer pops up
and goes away during each message receipt (POP3). Issue
seems similar to KB 269194 in some ways but occurs while
Outlook open (run on first use type activity).
Definately appears installer related but need information
specific to Outlook 2003 to fix (regedit?).

Ran detect and repair. All updates applied to OS and
Office. Issue continues. Suggestions appreciated.

Additional Info:
In Group Policy if I Enable the Disable windows installer
option I do not see the installer pop up any more but
that is not a permanent solution.

On 28th November, someone called Tom posted this message to this

I had placed a request for help at Microsoft Online Assisted Support
regarding this problem but had not gone back to check the status in a
while. I guess I assumed that they would e-mail me.

Anyway!

Sheila at Microsoft Online Assisted Support posted a long list of
instructions with steps to fix this issue.

It involves going through the registry and deleting a laundry list of
files and then doing a reinstall.

Everything is working fine for me now.

I can only reccomend others do the same.

And that's it. MS know what the problem is and how to resolve it, but
they haven't made it public on their website. Tom knows how to
resolve it but also hasn't divulged the solution. So at least it's
know about, even though those who do know how to solve it are keeping
it to themselves!
