Outlook 2003 unable to open excel attachment or save it from email

When trying to open an excel spreadsheet get the following error message:

"error message: Cannot save the attachment. Can't create file: File Name
2008.xls. Right click the folder you want to create the file in and then
click properties on the shortcut menu to check your permissions for the
folder. "
