Cannot open attachments

Cannot open any type of attachment.

Preview - This file cannot be previewed. Try opening the file in the program
in which it was created.

Open - Cannot create file: My.doc. Right-click the folder you want to create
the file in, and then click Properties on the shortcut menu to check your
permissions for the folder.

Save as - Cannot save the attachment Cannot create file: My.doc. Right-click
the folder you want to create the file in, and then click Properties on the
shortcut menu to check your permissions for the folder.

Open Outlook in safe mode, attachments can be opened.

Disabled AV in Outlook, no effect.

Office diagnostics - No Issues.

Open Outlook in safe mode, attachments can be opened.

There's your clue. You installed an add-on that is interfering with
access to attachments. Add-ons and COM plug-ins do not get loaded when
Outlook is loaded in its safe mode.

Go into the add-ons listed for Outlook. Disable all of them. Then load
Outlook in its normal mode and check if the problem still persists. If
so, a COM plug-in is causing the problem (some will not be listed inside
of Outlook). If normal mode with all add-ons disabled works okay then
the problem is with an add-on. Enable one at a time, reload Outlook,
and retest. When the problem reappears, you know it was the prior
add-on that you just re-enabled.
